حثت دول الترويكا والاتحاد الأوروبي، جميع الفاعلين السياسيين الملتزمين بالانتقال الديمقراطي على المشاركة سريعا في حوار يشمل الجميع لتشكيل حكومة انتقالية مدنية، تفضي هذه العملية إلى اتفاق يحدد : جدولاً زمنياً واضحاً لإجراء انتخابات حرة ونزيهة.
علاوة على إجراءات اختيار رئيس حكومة انتقالي، وغيره من المسؤولين الأساسيين؛ وآلية لتسوية الخلافات للمساعدة في تفادي وقوع أي أزمات سياسية مستقبلا.
بعد مرور ثمانية شهور من استلام الجيش للحكم، نوهت هذه المجموعة إلى إعلان رئيس المجلس السيادي، عبد الفتاح البرهان، بخروج الجيش عن المشاركة في المحادثات السياسية.
وطالب بيان مشترك صادر عن دول الترويكا ”النرويج والمملكة المتحدة والولايات المتحدة“ والاتحاد الأوروبي، الجيش بطبيق التزامه، وتابع بالقول : ”ندرك نية الجيش المعلنة، لدى الاتفاق بين الأحزاب المدنية على تشكيل حكومة انتقالية، بالانسحاب من الساحة السياسية، يلزم على الجيش والقوات الأمنية تطبيق التزامهم.“
كما طالب قوات الأمن، بإنهاء العنف ضد المدنيين، ومحاسبة المسؤولين عن أعمال القتل غير القانوني وغير ذلك من الانتهاكات والإساءات المرتبطة بحقوق الإنسان.
وشدد على أن الحكومة الانتقالية يجب أن تكون مدنية، وأن تحظى بقاعدة عريضة وفي جميع أنحاء البلاد، كما يلزم وجود وضوح تام بشأن، وإشراف على دور ومسؤوليات الجيش، هذه المسائل لا يمكن أن يحددها الجيش من طرف واحد؛ بل إنها تتطلب الحوار والشفافية للمساعدة في تفادي وقوع خلافات مستقبلا.
وأشاد بالمبادرة الثلاثية من الأمم المتحدة والاتحاد الأفريقي والهيئة الحكومية الدولية المعنية بالتنمية لتيسير هذا الحوار الشامل للجميع، وعبر عن دعمه لجهودهم المتواصلة بها الصدد.
وأضاف البيان قائلاً : ”لقد مرت ثلاث سنوات منذ أن بدأ السودان انتقاله إلى الديمقراطية، ويؤسفنا جدا استمرار الخسائر بالأرواح، والتراجع في التقدم المهم الذي تحقق على الصعيدين الاقتصادي والسياسي. ونحن نشيد بتمسّك الشعب السوداني بمستقبل أكثر سلاماً وعدلاً، ونقدِّر التضحيات التي قدمها من فقدوا أرواحهم دعماً للديمقراطية.“
وعبرت الترويكا والاتحاد الأوروبي، عن تطلعها إلى دعم حكومة انتقالية مدنية تحظى بتأييد شعبي، وتمثل الآمال والتطلعات مشتركتها مع الشعب السوداني.
