أعلن عضو مجلس السيادة الإنتقالي رئيس الحركة الشعبية لتحرير السودان – شمال مالك عقار إير، عن مبادرة سياسية جديدة تتضمن ثلاثة مراحل، لحل الأزمة السياسية وتجاوز حالة الاحتقان الراهن واستكمال عملية السلام، وإغاثة النازحين واللآجئين بتقديم الدعم الإنساني العاجل لهم وإستكمال الترتيبات الأمنية.
وأوضح مالك عقار، أن تحديد الواجبات بدقة ومراعاة حساسية الوضع الراهن ومطالب الشارع، سيسهم في معالجة المشكلة السياسية التي ظل يعاني منها السودان منذ الاستقلال.
جاء ذلك لدى لقائه، أعضاء السلك الدبلوماسي المعتمدين بالسودان، الثلاثاء، وقال إن مراحل المبادرة تتلخص في البدء بالإتفاق على تحديد الصلاحيات والمهام بدقة بين أجهزة الدولة المختلفة.
وأضاف عقار، أنه سيقوم بطرح ورقة مبدئية على الجهات ذات الصلة لتحديد هذه الصلاحيات والمهام، وسيدعو بعد ذلك لتكوين لجنة فنية من ممثلين قانونيين لكل هذه الجهات، بالإضافة إلى خبراء وطنيين، وخبرات دولية من أجل صياغة هذه الواجبات والمهام في نص دستوري قانوني دقيق، يتجنب الفجوات اللغوية وعدم الدقة القانونية التي صاحبت صياغة الوثيقة الدستورية .
وأشار إلى أن المرحلة الثانية هي مرحلة تكوين حكومة كفاءات وطنية وإختيار رئيس وزراء توكل له إدارة البلاد ومواجهة مهام عاجلة، أبرزها معالجة الأزمة الاقتصادية والتقليل من تأثيرها المتزايد على المواطنين، واستكمال عملية السلام، والتصدي للفساد، وإصلاح الخدمة المدنية، واستكمال تشكيل هياكل السلطة القضائية والمفوضيات.
إضافة إلى تجهيز البلاد لانتخابات حرة ونزيهة تضمن المشاركة العادلة والشاملة للجميع، بحيث تركز الأحزاب السياسية على مهمة التحضير للانتخابات في جو سياسي صحي وطبيعي.
لفت إلى أن المرحلة الثالثة تمثل مرحلة حوار وطني شامل يشارك فيه الجميع، ما عدا حزب المؤتمر الوطني المحلول ويضمن مشاركة القوى السياسية والإجتماعية الجديدة التي برزت بعد الثورة، وتنظيمات الشباب والنساء واللآجئين والنازحين الذين تم تجاهل قضاياهم لفترات طويلة.
وقال إن هذا الحوار الوطني ينبغي أن يجيب على الاسئلة الهامة التي تم تجاهلها في السودان منذ الاستقلال مثل قضايا العلاقة بين المركز والهامش، وقضايا تحقيق العدالة والمحاسبة والعدالة الانتقالية وقضايا تنمية الاطراف ومشاكل العنصرية والتمثيل السياسي.
بالاضافة للاتفاق على شكل عملية صناعة الدستور الدائم في السودان.
ودعا المجتمع الدولي للحفاظ على السلام الذي تحقق حتى الان، واستكماله وجعله جاذباً للمواطنين ولحركات الكفاح المسلح الأخرى غير الموقعة عليه حتى الآن، من خلال دعم مشاريع التنمية وتوطين السلام في المناطق المتأثرة بالحرب.
