قال سفير المملكة المتحدة في الخرطوم، إنه لا يمكن رؤية مستقبل إتفاقية جوبا للسلام بمعزل عن الصورة السياسية الوطنية، مضيفًا أنه يجب أن تكون الخطوة التالية في رحلة السودان نحو السلام هي تسوية سياسية مستقرة وشاملة، وذلك لتوفير إطار للحكم يمكن من خلاله المضي قدمًا في بنود اتفاقية جوبا للسلام.
حاثًا جميع المجموعات، الموقعين على إتفاقية جوبا للسلام بجانب الأحزاب السياسية إلى والمُؤسسة العسكرية، على العمل الجاد وبحسن نية للتوصل إلى مثل هذا الإتفاق في أقرب وقت ممكن.
وأضاف السفير بالقول : ”يجب أن تكون إحدى المهام الرئيسية للحكومة الانتقالية الجديدة بقيادة مدنية هي الوقوف على المؤسسات المتوخاة في إتفاقية جوبا للسلام، أولا وقبل كل شيء، يتعين تشغيل مفوضية السلام؛ يمكن أن يتبع ذلك إنشاء المؤسسات المتعلقة بالأرض والعدالة والحكم.“
واصفًا توقيع إتفاقية جوبا للسلام قبل عامين، بالخطوة المهمة في مشوار السودان الخاص نحو السلام.
تابع قائلًا : ”كان من المفترض أن تعالج التدابير المخطط لها في إتفاقية جوبا للسلام بشكل شامل العديد من الأسباب التاريخية لعدم الاستقرار، بما في ذلك القضايا المتعلقة بالأرض والعدالة وتقاسم الإيرادات وانتقال السلطة.“
لذلك السبب، قال السفير البريطاني في السودان، في مقال له إطلعت عليه صوت الهامش، إن المملكة المتحدة في عام 2020، إلى جانب شركائنا في الترويكا الولايات المتحدة والنرويج، وافقت على العمل كشاهد على الإتفاقية.
مع ذلك، يقول السفير، إنه كان توقيع إتفاقية جوبا للسلام مجرد ضربة البداية وإن السلام لا يُصنع في غرف الاجتماعات ولا يُكتب على الورق، ويجب أن يتم صنعه في القرى والمدن والمناطق التي سادت فيها النزاعات في السابق.
وأشار إلى أن الجزء الأكبر من إتفاقية جوبا للسلام، لا يزال موجود حتى الآن على الورق فقط، وأضاف بالقول لقد تم إحراز بعض التقدم فيما يتعلق بتنفيذ الترتيبات الأمنية ولكنه محدود؛ علاوة على ذلك، لا يمكن لهذه الترتيبات في حد ذاتها أن تضمن السلام، هم جزء واحد فقط من الحل.
مؤكداً عدم إنشاء المؤسسات الأساسية على المستويين الوطني والمحلي، مع استمرار الصراع، مشيرًا إلي نزوح 422 ألف شخص، في عام 2021، بسبب العنف في دارفور، وهنذا يمثل 5 أضعاف من رقم العام السابق وأعلى رقم منذ 2014.
أردف لافتاً : ”يقول بعض المعلقين، بأن مسؤولية المجتمع الدولي هي توفير المزيد من التمويل لتنفيذ اتفاقية جوبا للسلام، ولكن هذا يتغافل عن حقيقة أنه ما لم تكن هناك خطة واضحة لإنشاء المؤسسات المتوخاة في اتفاقية جوبا للسلام، لا يوجد الكثير للتمويل.“
بالإضافة إلى ذلك (من المهم أن نكون واقعيين بشأن ما يمكن أن يتحمله المجتمع الدولي وأخذ الوضع الاقتصادي العالمي الصعب في الحسبان، إن أعظم قوة لاتفاقية جوبا للسلام هي أنها حل سوداني للصراعات السودانية. تحقيق النجاح يتطلب قبل كل شيء التزامًا سودانيًا واستثمارًا سودانيًا.)
حتى مع التقدم المحدود في تنفيذ اتفاقية جوبا للسلام، أكد تواصل المملكة المتحدة دعم الجهود الأخرى للحد من الصراع وبناء سلام مستدام في السودان.
بجانب القيام بتمويل مبادرات بناء السلام المحلية، وورش عمل بناء القدرات في مجال العدالة الانتقالية، والتثقيف حول حساسية النزاع للوكالات الإنسانية لمساعدتها على تجنب تأجيج التوترات عن طريق الخطأ، ودعم العمل على إزالة الألغام.
وأشار إلى التمويل الذي قدمته ليونيتامس، قال إنها تحرز تقدمًا مرحبًا به في تشغيل آليات مراقبة وقف إطلاق النار التابعة لاتفاقية جوبا للسلام.
وبمناسبة باليوم العالمي للسلام، الذي يحتفل به العالم الأربعاء من كل عام، قال السفير، هو يوم يجب أن يكون له أهمية خاصة في السودان، نسبة لتاريخ السودان الطويل مع الصراعات الداخلية.
